Summary
The Gas Qualification Specialist ensures compliance with DOT CFR 49 part 192 subpart N (the OQ rule) as it relates to qualified personnel. This position performs evaluations in certain technical roles to ensure and promote skill, competence, and overall public and employee safety. This position facilitates written and performance assessments to determine if operations employees in Gas Operations are performing their job functions correctly and safely. Qualification evaluations will focus on a specific area of skill/knowledge including, but not limited to, gas construction and maintenance, leak survey and mark & locate, welding, plastic pipe joining, or measurement and regulation tasks. This position collaborates with subject matter experts in other organizations such as Codes and standards, Engineering, Field Operations and Construction Services. This position contributes toward Safety Management System goals by improving safety and reliability. This position will conduct audit assessments of Third Party Evaluators while proving qualification exams to our Contractors and employees.
Principal Duties and Responsibilities
- Performs and administers initial and subsequent evaluations, computer-based qualification tests and field observations of knowledge and skills including new and/or difficult skills and techniques, with general guidance on new assignments.
- Prepares employees for the qualification process, both written/computer testing and field observation, through effective communication and tailboarding. Ensures employees understand the purpose and process.
- Oversees the pass or fail of knowledge and performance operator qualification exams to verify employee knowledge, skills and ability to perform tasks.
- Documents and communicates results to first line supervision, using standardized templates and forms.
- Makes recommendation to leadership on suspension of operator qualification, both employees and contractors, bases on field observations and/or competence to perform tasks.
- Provides coaching report and feedback to participants upon completion of the series of tests and observations.
- May provide recommendations and input to improve evaluation, test, observation and coaching tools and processes.
- Maintains and calibrates equipment and props.
- Qualification evaluations will focus on a specific area of skill/knowledge including, but not limited to, leak survey and mark & locate, welding, plastic, or measurement and regulation.
- Work may involve cutting, grinding, and use of hydraulic press to perform destructive testing of welds or plastic fusion coupons.
Required Qualifications for Position
- 3 years of natural gas Field Operations experience in the natural gas industry required
- Knowledge of state specific Gas Standards.
- Knowledge of NiSource Common OQ series tasks list and testing and security protocols.
- Knowledge of DOT CFR 49 part 192 subpart N (the OQ rule)
- Written and verbal communication and interpersonal skills to effectively coach and provide feedback
- Proficient in the use of Microsoft products
- Strong planning and organizational skills
- Knowledge of ITS-OnBoard, one system of record for Operator Qualifications
Preferred Additional Qualifications for Position
- Bachelor’s degree in engineering or other technical discipline
- CompTIA CTT, Certified Welder Inspector (CWI) or other certification may be required depending on area of specialization
- Strong knowledge in technical discipline for which incumbent is performing evaluations
- Prior Training experience
- Good understanding of specific work methods, procedures and manufacture instruction, including all safety practices.
- Knowledge of testing and certification concepts, methods and techniques.
- Knowledge of state or federal regulatory requirements that affect the nature in which work is performed. Knowledge of 49 CFR Part 192, GO-112F, ASME B-31Q.

Salary Range:
$77,400.00 - $116,200.00
