Position Summary
Under general direction, this position assists the Senior Executive Director Fiscal Operations to create and analyze financial reports and presentations; collaboratively develops financial and accounting policies and procedures; ensures sound financial processes and internal controls; and oversees and manages one or more accounting programs which may include audit coordination, grant program, and component unit accounting. This position will provide leadership in financial services for the institution and will represent the Comptroller’s office in a wide range of activities, committees, and meetings.
Duties & Responsibilities
- Manages external audits and acts as the liaison to coordinate audits impacting the College or it's Component Units and requires:
- Non-routine responsibilities and strategic planning to manage the short and long-term objectives for the institution,
- The ability to determine appropriate incorporation of regulations and generally accepted accounting principles applicable to the financial management of the institution,
- This includes, but are not limited to: state-wide legislation; Governmental Accounting Standards; federal and state regulations; bond requirements; and internal controls.
- Coordinates the year-end financial closing process and preparation of the annual financial statements and reports including implementation of new GASB pronouncements.
- Provides accurate and timely monthly, quarterly, and annual financial reports (both ad-hoc and routine) to executive officers, campus constituents, and external agencies. This requires and understanding of the financial, student, human resources, and other data sets, data locations and the best methods for extracting/and or uploading information.
- Prepares journal entries and make payments related to college debt such as interest accruals, bond payments, issuance/conversion of bonds, amortization of related costs and discounts.
- Monitors post issuances compliance for bond issues.
- Monitors capital projects fiscal reporting including bonds, plant, and renewal and replacement funds.
- Monitors cash management for various accounts.
- Coordinates the month-end financial closing process to ensure that feeds and entries are recorded correctly and in a timely manner.
- Maintains the college’s and component units' ERP chart of accounts.
- Maintains current working knowledge of all sources of official accounting standards, including FASB, GASB, AICPA, CAAP, and NACUBO.
- Assist the Comptroller to develop and implement financial policies, procedures, and strong internal controls.
- Creates and maintains internal documents and reports that support the financial results of the college through reporting systems.
- Represents the College to various institutional divisions as well as externally to governmental agencies, vendors, students and their parents, and/or the public.
- Performs other related duties as assigned.
Minimum Qualifications:
- Bachelor's degree in Accounting or in a related field that includes 15 credit hours of college level accounting course work and five (5) years of related experience.
