SUMMARY
This is specialized work enforcing City codes and ordinances on business taxes.
Positions allocated to this classification report to a designated supervisor and work under limited supervision. Work in this class is distinguished from higher classes by its lack of supervisory duties and from lower classes by its emphasis on business tax enforcement.

ESSENTIAL JOB FUNCTIONS
Serves as City’s representative at code enforcement special magistrate hearings.
Serves as the liaison between the City Attorney and Court.
Researches untaxed businesses using such resources as newspaper ads, GRU reports, building permits, tax rolls, visual inspections, the city directory, and other sources.
Contacts untaxed businesses by phone or in person.
Calculates applicable taxes or fees and penalties.
Performs field inspections and keeps records of same.
Issues legal notices to businesses not in compliance with state statutes and/or local ordinances related to local business tax.
Attends work on a continuous and regular basis.
Receipts payments for business tax accounts and prepares such payments for processing.
Negotiates, maintains, and tracks payment plans pursuant to legal proceedings.
Researches new state laws and ordinance changes pertaining to the local business tax. During the legislative sessions, determines if any applicable laws are changing and notifies the office supervisor.
Verify annual business tax roll and publish same
Collect unpaid customer invoices in conjunction with the local business tax.
Custodian of change fund to receipt payments.
Remains alert for new businesses and activities in the City and determines if a proper business tax registration has been secured or whether existing businesses need a change in category or an additional category.
Assists local businesses in completing an application for business tax.
Bills local businesses for taxes due, accepts payments, and keeps records of taxes collected.
Generates, proofs, and mails business tax statements and delinquent statements in compliance with statutory and ordinance requirements.
Contacts and/or performs field visits for new and existing business tax accounts that are unresponsive to requests for information from Billing & Collection staff.
Builds and maintains legal case files for businesses with delinquent business tax accounts for prosecution in the Court or before a special magistrate. These files are built and maintained in conformity with statutory and ordinance requirements and according to the needs of the Court or magistrate for evidentiary presentation.

QUALIFICATIONS
To perform this job successfully, an individual must be able to perform each essential job function satisfactorily. Below are the required education, experience, knowledge, skills and abilities to perform the essential functions.
EDUCATION AND EXPERIENCE
Graduation from high school, or possession of an acceptable equivalency diploma, and two years of experience in work involving public contact, preferably in a regulatory environment; or an equivalent combination of education, training and experience which provide the required knowledge, skills and abilities.
Typing at a speed acceptable to departmental needs may be required.
CERTIFICATIONS OR LICENSES
Licenses
Valid State of Florida Driver License required.
Certifications
Must be F.A.C.E. certified within 6 months of being hired.
KNOWLEDGE, SKILLS AND ABILITIES
Knowledge of computers and relevant software.
Knowledge of office practices and procedures, business English, spelling, and commercial arithmetic.
Skill in use of telephone and general office equipment, including computer terminal, printer, electronic cash register, calculator, and typewriter.
Ability to interpret and explain state and local laws and regulations governing tax assessment or permit fees and collection of same.
Ability to maintain records and prepare clear and concise reports.
Ability to communicate effectively, both orally and in writing.
Ability to work effectively with business owners, co-workers, and the general public.
Thorough knowledge of the business tax ordinance and code.
Working knowledge of licensing requirements of state, county, and other City departments for contractors, real estate brokers and agents, insurance companies and agents, home occupations, and other specified professions and services.
Considerable knowledge of proper methods of billing, collection, and receipt of money.
Considerable knowledge of principles and practices of cashiering, with ability to make rapid and accurate mathematical computations.
Some knowledge of tax and zoning requirements for businesses and their application to business taxes.
PHYSICAL AND ENVIRONMENTAL REQUIREMENTS
To perform this job successfully, an individual must possess certain physical abilities and be able to withstand work related environmental conditions.
PHYSICAL REQUIREMENTS
While performing the duties of this job, the employee is often required to sit for prolonged periods of time.
WORK ENVIRONMENT
Work may require performance of tasks outdoors under varying climatic conditions.
