The Utility and Billing Specialist is responsible for ensuring accurate and efficient management of all resident billing. This role includes reviewing utility rates to confirm alignment with provider rates, scheduling and issuing rate increase / decrease notices, and managing rent increase and lease renewals. The Specialist monitors utility meters, troubleshoots meter or billing discrepancies, and oversees utility recapture efforts to meet community targets. Additionally, this position supports utility and revenue budgeting efforts, tracks utility-related revenue items and provides financial commentary during monthly reviews. Other responsibilities include managing market rent adjustments, coordinating utility account transfers upon property acquisitions, and collaborating with the field team to resolve any utility or billing related issues.
Responsibilities
- Utility Recapture and Billing (~45% of time)
- Identify and troubleshoot problematic meters and other metering equipment.
- Ensure each home has a working meter.
- Review, correct, and approve monthly billing.
- Manage utility expenses through submitting sewer leak adjustments and negotiating waste removal contracts.
- Track, schedule, and communicate all utility and billing updates with residents and applicable staff members.
- Ensure all rent increases and rental renewals occur.
- Audit utility invoices, including waste removal invoices, to ensure rates are correct.
- Budgeting (~10% of time)
- Assist Utility and Billing Manager with creating annual utility income and expense budgets as well as rent increase budgets.
- Monthly budget change request review.
- Community Support (~45% of time)
- Serve as an account admin for Waterscope.
- Assist field staff by troubleshooting utility billing issues and questions from residents.
- Detect leaks and assist teams in finding and correcting them.
- Research, interpret, and analyze account history to resolve billing questions on meter readings.
- Participate in monthly financial statement review and provide commentary on associated revenue line items.
- Serve as in-house expert for meter reading systems, devices, and software.
- Transfer utility accounts to the correct entity upon community acquisition.
Qualifications
- Education: You have a bachelor’s degree. A degree in business administration, business management, or business operations is preferred but not required.
- Experience: You have 1+ years’ of experience in multi-family home utility billing and resident billing. Manufactured home experience is a plus.
- Physical Demands: You can spend long hours sitting while using office equipment, such as computers.
- Skills: You have strong organizational skills and attention to detail. You are able to think critically and are a problem solver. In addition, you have excellent written and verbal communication skills.
- Additional Requirements: You are technologically proficient with MS Office software products and able to learn new programs with ease.
