Summary
The Global Head of Centre for RWD / RWE (CR2) Project Management and Operational Excellence (PM-OE) will lead innovation, coordination, and strategic planning efforts and will be responsible to facilitate continuous improvement and operational excellence for Global CR2 across all the three regions of Japan, Europe and US with a specific focus on infrastructure, budget and non project initiatives. The Senior Director, Global Head of CR2 Project Management & Operational Excellence is responsible for supporting the Global Head of CR2, the assigned Team and Functional Leaders to deliver CR2 projects and activities successfully and in a timely manner while working in a global, fast-moving, matrixed organization. This role requires exceptional leadership and communication skills, with extensive experience in project management and operational excellence and the ability to drive innovation and process improvement within a global matrix organization, driving the implementation of innovative project management solutions and techniques. The candidate is also required to have strong knowledge and experience of financial management, vendor management and a proven track record of delivering complex strategic technical solutions.
Responsibilities
- Innovation
- Drive and live a culture of innovation across the whole organization, encouraging psychological safety and agile methodology to boost creative thinking and continuous improvement
- Develop and coordinate area of opportunities to promote and brand the team in front of other organizations and internal partners to enhance the understanding of business development opportunities offered by data science organization.
- Build productive working relationships with key stakeholders and influence decision-making without direct authority.
- Coordinate Global stakeholder management and utilize key stakeholder communication, collaboration, and reporting to ensure alignment with departmental strategy and objectives with other Leadership team members and Global Head of CR2
- Strategic Planning and Execution:
- Drive development and implementation of recurrent year end planning and 3 years planning across all Global CR2 Functional Units based on moving targets of business needs, keep track of monitor progress of the key deliverables and milestones, evaluating risks to delivery and developing contingency plans
- Ensure alignment of PMOE and peer Leadership Team’s functions, and entire CR2 portfolio plans to achieve departmental goals together.
- Proactively identify area of future improvement foreseeable future solutions, foster, and lead strategic thinking workshops or work meetings for Leadership Team, to encourage establishment of the skills amongst amount peers to support departmental direction.
- Financial Management
- Oversee budget forecasting, financial planning, monitoring and resource allocation for projects within the PMOE team.
- Drive initial planning for each year the next Fiscal year, and 3-year planning process, ownership of financial reporting for any level – Global, Regional, alliance and Headquarter as well as guide Global CR2 through Latest Estimate process and provide timeline and deliverable assistance on quarterly reviews.
- Identify cost-saving opportunities and implement strategies to optimize spending while maximizing project outcomes.
- Oversee Headcount, Overhead and Project related spend for entire team and track the hiring timeline according to plan, identify risk or gap for timely escalation and develop contingency plans if variance occurs.
- Monitor actuals monthly for entire team expenditures and ensure adherence to budgetary guidelines.
- Drive Alliance related budget planning, forecasting and invoices process with Finance and key customers group.
Operational Excellence initiatives including Vendor Management
- Identify opportunities and drive department global non project and process improvements global initiatives by means of innovative solutions, technologies, and methodologies by enhancing project management, standardization and operational excellence to leverage efficiencies and drive business value and competitive advantage.
- Drive all project management efforts in supporting the Global CR2 Leadership for meetings, efficiency, budget forecasting, communication, collaboration across internal and external stakeholders.
- Collaborate with other Leadership Team members to optimize processes, resource allocation, and risk management strategies leveraging project management tool functionality.
- Oversee and manage global team events meetings and organization of team’s townhall meetings.
- Facilitate the multiple level of compound review meetings and other review committee meetings.
- Drive all Global CR2 Leadership meetings with efficiency with action item published timely and plan agendas weeks ahead of schedule.
- PM/OE Team Management and Development, Vendor Oversight:
- Lead and manage a team of Project Managers, providing guidance, coaching, and development opportunities.
- Administrative responsibilities for recruiting, retaining, coaching, developing, members of PM/OE department.
- Lead the team of PMs in monitoring vendor performance and compliance with contractual obligations for PM/OE projects and as per Leadership functions requirement, including the support of contract and PO creation globally.
- Oversee and manage relationships with external vendors and contractors for projects in scope, including negotiation of contracts, service agreements, and pricing.
- Identify and onboard new vendors follow the qualification process per procurement guidance as needed to support project objectives and organizational goals.

Education Qualifications (from an accredited college or university)
- Master's Degree Related Science required
- PhD Related Science preferred
Experience Qualifications
- 10 or more years of professional experience in pharma industry of which 7 years PM experience is required
- 10 or more years of proven knowledge of project management and operational excellence. PMP, Six Sigma or similar professional project management certification is a plus, with proven leadership in pharmaceutical industry, manufacturing/operations, or commercial contexts required
- A minimum of at least 7 years of professional experience in living and implementing agile methodologies.
- Experience in psychological safety is a plus.
- Experience in at least one of the following fields is a plus: digital transformation, data governance, data management and analytics preferred
Travel
- Must have the ability to travel up to 20% domestic and international dependent upon business needs
