• What will I do in this position if hired? In this Program Analyst position, you will in this Program Analyst (Audit Liaison/Data Team Lead) role, you will become an integral team member of FEMA professionals. Typical assignments include: Providing direct interface and liaison support between senior officials of the DHS Office of Inspector General (OIG), the Government Accountability Office (GAO), Department of Homeland Security GAO Liaison and all FEMA Headquarters components and regional offices. Building, maintaining, leveraging and promoting interactive, real-time, self-service data visualizations about information management issues, including the ability to make determinations about the ideal system architecture and projects design from prototyping to production. Developing linkages between geospatial and non-spatial analytics and consistently delivering interconnected enterprise products that straddle both capabilities to inform decision makers. Providing for coordinating resolution and corrective action on recommendations involving more than one program, agency, or level of Government. Identifying criteria for proper resolution and corrective action on audit recommendations, whether resolution is in favor of the auditor or an auditee, including written plans for corrective action with specified milestones and completion dates, where appropriate. Utilizing Contracting Officer Representative certification to oversee audit system support contract. Serving as technical expert, exercising independence and judgment to develop and maintain innovative solutions to complex data issues concerning the collection, organization, transformation, management and reporting of data for the Federal Emergency Management Agency. All positions are subject to recall around the clock for emergency management operations, which may require irregular work hours, work at locations other than the official duty station, and may include duties other than those specified in the employee's official position description. Travel requirements in support of emergency operations may be extensive in nature (weeks to months), with little advance notice, and may require employees to relocate to emergency sites with physically austere and operationally challenging conditions. This announcement is for a position as a CORE (Cadre of On-Call Response/Recovery Employee). CORE employees are full-time employees hired to directly support the response and recovery efforts related to disasters. Appointments to CORE positions are typically between two years and four years in duration and may be renewed based upon workload needs and funding availability. Employees are hired under the Robert T. Stafford Act and are excluded from the provisions of title 5, United States Code, governing jobs in the competitive service. They can be hired under a streamlined process instead of a competitive process. After three years of continuous service, Stafford Act employees may be granted competitive eligibility to apply for permanent full-time positions at FEMA.
